News
NHS heart attack calculator launched
A controversial calculator which predicts when a person might have a heart attack or stroke - and compares a person’s ’heart age’ with their biological age has been launched. Developed by Public Health England, the BHF, Joint British Society and NHS choices, the online tool is designed to push those at risk of heart disease into making lifestyle changes to protect themselves from the UK’s biggest killer.
GPs will be asked to promote the new NHS calculator, in a bid to encourage patients to take steps to improve their health - such as losing weight, or giving up smoking – or to start taking medication to lower cholesterol and statins.
The tool asks individuals to provide basic facts – such as age height, weight, smoking – plus some details of their medical history, and whether relatives have suffered from heart disease before the age of 60. It does not however, ask whether the individual is active. Read more here and take the test yourself.

Funding
Multi-million pound boost for cycling in 8 major cities
The Deputy Prime Minister has outlined how a &114 million investment in cycling will be divided up between Bristol, Leeds, Cambridge, Birmingham, Norwich, Newcastle Manchester and Oxford to make it easier and safer for people to get on their bikes. The money will be used to help each city deliver plans to get more people cycling by improving and expanding cycle routes between the city centres, local communities and key employment and retail spots. Government Launches New &3 Million Coastal Revival Fund (England)

The Department for Communities and Local Government (DCLG) has launched a new &3 million fund to help unlock the economic potential of rundown buildings, lidos, piers and proms within coastal communities. The fund will aim to boost local economies by tapping into the opportunities that the heritage economy offers to new businesses and existing firms keen to grow on the back of the revival of local coastal sites. Grants will be used to get restoration projects underway by funding initial work that will be a catalyst to attract additional financing from the private and charitable sectors. Seaside areas will also receive support from new Coastal Community Teams. More than &1 million will be provided for 110 teams to create a long-term vision and strategy for their area that will tackle the specific challenges their coastal town faces.

ACE have produced a list of other sources of funding for the arts in the UK; this may be a useful resource for those activities that ACE cannot provide grants for, such as films. - See more here

Financial survey – your data urgently needed!
We want to establish the cumulative impact of budget reductions for culture and leisure since our last survey in May 2012 and urgently need your data to provide us with a high level snapshot of the financial environment nationally.

A new contract for arts and culture – join the debate
The Royal Society of Arts, supported by the Arts Council, are developing a draft contract setting out a set of ‘asks’ and ‘offers’ of the next government.
On Wednesday 11 March, the RSA will invite key stakeholders to explore, interrogate and debate the proposed contract, with participants from across the cultural sector, health, education, local government and the creative industries. You can join the debate by watching the live stream and can also add your thoughts to the discussion at #culturalcontract now. More here @RSA.

Stories needed for UK sport centre history
The Sports Leisure Legacy Project entitled “Harlow to K2 and Beyond” is a voluntary initiative by past and present managers and directors to record the development of the UK sports & leisure centre over the last 6 decades. The first UK sports centre for the community opened in Harlow in 1959 and there are now over one thousand centres in the country making a significant contribution to the social, sporting and recreational lives of communities. One of the aims of the project is to capture the lessons learned along the way and record these for future sport and leisure professionals.
Gerry Carver, the project leader, is inviting anyone with information or anecdotes to get in touch and contribute to the record. The story will be told on an exclusive website to be launched later in the year.

The Legacy of Jennie Lee
It’s 50 years since Jennie Lee, the first-ever Minister for the Arts published a white paper on arts funding A Policy for the Arts – First Steps.

Are local authorities the unsung heroes of the arts?
At the LGA/ cCLOA conference last week Fin Kennedy, award-winning playwright, University tutor and new co-Artistic Director of Tamasha touring theatre company credited enlightened key individuals in some local authorities are the unsung heroes of our sector. His address was then featured in the Guardian blog; you can read it here

Reports & Resources
The economic impact of museums
Arts Council England have released a new report The Economic Impact of Museums in England, which highlights the invaluable role museums play in both local and national economies.
Headline findings show that the museums sector:
• generates &2.64bn in income;
• contributes &1.45bn in economic output to the national economy;
• employs a minimum of 38,165 people;
• is estimated to generate &3 of income (including earned income, income from investments, grants from charities and foundations, and donations etc.) for each &1 of public sector grant.

The ecology of culture
The Arts and Humanities Research Council has published a report by John Holden, Visiting Professor City University, London, entitled the Ecology of Culture. The report, based on interviews with 38 cultural practitioners and experts from across the cultural field, argues that the UK’s cultural ecology is intensively interlinked, with many strengths, but also points of vulnerability.
The report examines the interdependencies of publicly funded culture, commercial culture and homemade culture that interact and “shape the demand for and production of arts and cultural offerings”. The report suggests that rather than seeing these interactions as an economy, they are better understood through an ecological approach that “concentrates on relationships and patterns, showing how careers develop, ideas transfer, money flows, and product and content move, to and fro, around and between the funded, homemade and commercial subsectors”.

CIMSPA Seminar: Employment law - an introduction to the essentials, 26 March Aberdeen
cCLOA members are invited to attend a free CIMSPA Scotland CPD and networking event offering a quick-fire introduction to the headline HR areas managers need to master – managing performance, discipline & grievance, employment contracts; discrimination, absence management and redundancy.
The session will be led by Les Potton Chartered FCIPD ACII. Les is an experienced HR professional with 22 years in HR consultancy, training and coaching. Full information is available here

cCLOA South East Networking Event, 27 March 2015, Crawley
cCLOA South East is holding its third informal networking event - open to all cCLOA members and prospective members. The event will provide culture and leisure professionals the chance to come together, share ideas and learning over particular issues.

Opportunity and Independence – Offering a positive way forward for library services, 27th March 2015, Ipswich
Suffolk’s Libraries Industrial & Provident Society is holding an event to share its experiences with cabinet members, directors and policy officers. Set up in August 2012, all of the county’s 44 libraries have remained open and the Suffolk model was cited as a positive example in December’s Independent report on public library services.
Delegates will gain a more detailed understanding of Suffolk’s community model and have a chance to question key people from Suffolk Libraries and its Board members, Suffolk County Council, and other organisations who have contributed their expertise. There will be an explanation of Suffolk Libraries 2020 Strategy for the future and a discussion of findings from a market research project which targeted key groups of potential libraries users. The event will also include a number of workshops to explore key areas in more depth.
